In an effort to support beneficiaries of the 2023 Casa Verde Fotovoltaice Program, Romania’s Minister of Environment, Waters, and Forests, Mircea Fechet, signed a project on January 14 to amend the funding guide, thereby extending the implementation period for projects initiated this year.
This decision comes in response to delays faced by beneficiaries in obtaining connection certificates, primarily due to prolonged issuance times from energy distributors and delayed delivery of two-way meters, which can take several months.
"The first situation concerns those who have already installed photovoltaic panels and are waiting for the connection certificate, and unfortunately, some energy distributors are unjustifiably delaying the issuance of this certificate. Without it, we cannot reimburse the financing, which prevents beneficiaries from recovering their investments. The second category includes those who have dealt with unreliable installers who did not show up to install the panels by the end of December 2024. We are granting a 6-month extension for those individuals to change installers," Minister Fechet stated.
Key modifications to the program include:
1. Extending the project implementation period to 18 months for beneficiaries who can prove they requested the connection certificate within the initial 12-month timeframe.
2. Relaxing conditions regarding installers, allowing for a second change of installer after project approval.
3. Extending the implementation deadline by 6 months for beneficiaries who choose to utilize a different installer post-approval.
Through these measures, the Ministry of Environment, Waters, and Forests, in collaboration with the Environmental Fund Administration, aims to address the bottlenecks within the program and protect the interests of beneficiaries, ensuring the successful completion of projects under optimal conditions.
